House Debate
Bills that involve revenue originate in the House of Representatives. For a debate to be discussed, there has to be a quorum call, a check to make sure the quorum, the minimum amount of members to conduct business, has been reached. After some debate, the Committee of the Whole, which is whoever is on the floor, will send it to the Senate for further review. The house version of the bill is the one that usually passes. Debate can be delayed by a quorum call. Sponsoring committees will present the bill, and they usually win over the other members.
