Ways a Bill Could be Killed
- Bill is not scheduled
- It is not recommended by the subcommittee
- The bill is not "ordered"
- The House it originated in does not vote for it
- The second House does not vote for it
- It is pushed back so far on the agenda, Congress runs out of time
- The President vetoes it
- The bill is only introduced for publicity or to convince the constituents that their representative "cares"
- Speaker of the House will refer a bill to a committee he knows will disapprove of it
